What the military waiver does

Many states offer a military skills test waiver that lets a qualified service member with recent, relevant driving experience (such as an 88M motor transport operator) obtain a CDL without taking the skills, or behind-the-wheel, test. It recognizes that the driver already demonstrated those skills in service. But a waiver of the skills test is not a waiver of the knowledge tests.

Knowledge tests still apply

The hazmat endorsement is earned by passing its knowledge test (plus the federal TSA security threat assessment), and the skills-test waiver does not cover that. So a transitioning 88M driver who wants the hazmat endorsement still studies and passes the hazmat knowledge test, the same as any civilian applicant.
